Several personnel matters especially issues related to recruitment, training, career development, welfare of the staffs and as well the post retirement dispensation is coordinated by the agency of the Central Government which is given the name as Ministry of Personnel, Public Grievances and Pensions. The Ministry of Personnel has its work defined by the so called Business Rules. The Ministry of Personnel, Public Grievances and Pensions is made up of the following three departments:
1) Department of Personnel & Training (DOPT)
2) Department of Pension and Pensioner’s Welfare (DOP&PW)
3) Department of Administrative Reforms & Public Grievances (DARPG)
Let us briefly take a look of each Department of what it deals with.

Department of Personnel & Training (DOPT)
The issues with respect to recruitment, training, career development and welfare of the staffs are governed by the Central Government’s Agency which is called as the Department of Personnel and Training. Secretary of Personnel heads up the department who is assisted by two Special Secretaries among which one is the Additional Secretary assisted with four Joint Secretaries and as well other supporting officers and staffs. At present the Department of Personnel and Training is subdivided into ten divisions where each of the division is headed by the level of Joint Secretary or the Head above them.

Department of Pension and Pensioner’s Welfare (DOP&PW)
Policies for the Central Government Employees who are privileged under CCS Rules are formulated by the Department of Pension and Pensioner’s Welfare. This formulation of policies excludes the pension policy which is formulated for the sake of Central Government Pensioners/Family Pensioners. Pensioners’ welfare is also being promoted and a forum is being served for the Pensioners Grievances.
Department of Administrative Reforms & Public Grievances (DARPG)
The Administrative reforms which include the redressal of Public Grievances in relate to the states in general and those of the Central Government Agencies are done by the Department of Administrative Reforms and Public Grievances. The Department makes an attempt to guide and document good governance practices by means of audio-visual Medias and other publications. The Department also facilitates to promote public service reforms by looking after the activities in the field of international exchange and cooperation.
